Financial ID Theft:
Establish new accounts (e.g. credit cards, checking accounts, telephone service, loans, mortgages, buy merchandise, lease cars and apartments).  Include "account takeover."

Criminal ID Theft:
Used to commit a crime and/or to avoid prosecution.  This can have a negative affect on a person's drivers' license, motor vehicle record and criminal history.

Identity Cloning:
Imposter uses victim's identity to establish a new life.  This might include illegal immigrants, wanted felons, people who don't want to be tracked or who want to leave behind a poor work history or bad credit record and "start over."
Three Categories
Identity Theft can be divided into three bread categories.  Often thes schemes overlap and have common Elements.  The end result is the same.  An innocent person is ripped off.
